Acquia have of late set up Drupal Gardens which is a cloud based service which looks very promising. There are a host of reasons why we are not traveling onto the cloud more promptly, the essential reason is organizational change where budgets and contracts are accomplished and presented years for 3, 4 even 5 years. Come replacement time some nodes are requiring CMS in the cloud but then have to debate some other subjects such as consolidation with CRM & some other back office systems.
